1.The training providers, as entrepreneurs, offer vocational training
   products and services according to market demand.

2.The government provides the legal and political framework for
   the promotion of an entrepreneurial culture in the field of VET.

3.The disadvantaged target groups are supported to gain access to
   vocational skills needed for income generation.
